Conformably to Instructions received from His (Spanish) Majesty's Government I decree as follows:-
1. All ports of the Archipelago of Sulu1 (Jolo) are declared open to Free Trade, conformably with and subject to the limitations of Maritime International right.
2. Are excepted from the above declaration the ports in Military occupation by our forces, whether of land or sea : in which every one must be subject to the restrictions required for the safety of the said military occupation;
1 'Tolo' is likely an OCR error for 'Sulu'. Jolo is in the Sulu Archipelago. I corrected 'Tolo' to 'Sulu' as it is historically accurate in this context.
